The Milwaukee Public School District (MPS) operates and manages over 200 schools throughout Milwaukee. MPS periodically abates asbestos and lead-based paint (LBP) during facility repair or renovation projects. Outside contractors are retained to conduct the asbestos or LBP removal and third party monitoring and observation activities.
The Sigma Group holds a contract with MPS for abatement and cleanup observation and clearance monitoring during asbestos and LBP abatement activities. Sigma conducted extensive asbestos cleanup observation and clearance monitoring at Richard Kluge Elementary School. In June 2007, MPS retained an asbestos abatement contractor and third party consultant to remove thermal pipe insulation (TSI) from basement crawlspace areas. In late 2007, MPS retained a contractor to reinsulate the pipes. On several occasions during reinsulation, discovery of TSI debris was observed. MPS retained an asbestos abatement contractor to perform cleanup activities in the basement crawlspace. Sigma was contracted by MPS to oversee cleanup efforts and provide third party observation and clearance monitoring in accordance with AHERA.
